There is a culture of writing scientific texts. And it is different in English and in Russian. In the both cases such culture is acquired by example.
And Russian culture of such text withstood significant influence of bureucratic language. I remember how I was taught "not being to personal" in my gradate thesis by my supervisor.

But this doesn't affect popularisation. There are a lot of good examples of popular science books in Russian.
